Description

The Dominican Republic, through the Ministry of Tourism (MITUR) as Executing Agency, has financing from the Inter-American Development Bank (IDB) through Loan Agreement No. 5745/OC-DR for the "Sustainable Coastal Management Project". This call invites eligible consulting firms to submit Expressions of Interest for the strategic design of management and sustainability plans on their coastline.

Scope of the consultancy
Main objective: To formulate Local Integrated Coastal Zone Management Plans (ICZM) for twenty-four (24) prioritized beaches. Proposals must incorporate the physical, environmental, social and institutional particularities of each area to ensure climate resilience and territorial governance.

Geographical structure: The services are distributed in eleven (11) independent lots that cover beaches in the provinces of Santo Domingo, La Altagracia, Samaná, San Pedro, Montecristi, San Cristóbal, Puerto Plata, El Seibo and Pedernales.

Award regulation: Interested firms can apply for all the lots integrated in the process; however, the final award will be limited to a maximum of four (4) lots per bidder (except in exceptional scenarios of lack of qualified bidders that compromise the interests of the project).

Qualification Requirements and Conditions
General experience: Demonstrate a minimum of ten (10) years of experience in providing consulting services focused on integrated coastal zone management, marine-coastal spatial planning and management, environmental governance or climate change mitigation, preferably in the Latin American and Caribbean region.

Specific experience: Demonstrate the execution and satisfactory completion of at least three (3) projects during the last ten (10) years in the formulation of coastal planning instruments, land use plans in sun and beach tourist destinations, studies of environmental carrying capacity or design of governance mechanisms with local actors. The integration of water resilience criteria, socioeconomic analyses and the regulation of commercial activities on the beach strip will be assessed.

Validation supports: Submit the duly completed Experience Certification Matrix, accompanied by letters of conformity and satisfaction signed by the previous contractors. Likewise, the Certificate of Mercantile Registry (or equivalent document in the country of origin) that validates the legal constitution and validity of the signature must be attached.

Consortia and associations: The participation of associated firms is authorized under the APCA or Joint Venture modality. In these cases, the representative lead company, the operational roles and the percentage of participation of each member member must be formally identified.

Selection mechanism: The evaluation process will be governed by the Quality and Cost Based Selection (SBCC) method for the structuring of a short list composed of a minimum of five (5) and a maximum of eight (8) qualified firms. In this phase of expression of interest, the submission of technical or economic offers is not required.
