Description

The Ministry of Tourism of the Dominican Republic (MITUR), as Executing Agency, has received financing from the Inter-American Development Bank (IDB) for the Sustainable Coastal Management Project (Loan Agreement No. 5745/OC-DR). This call seeks to select a specialized consulting firm for the development of engineering designs and management plans aimed at the protection, restoration and strengthening of the climate resilience of the Dominican coast.

Scope of the consultancy
Territorial distribution: Comprehensive intervention in fourteen (14) prioritized beaches, distributed in seven (7) geographical lots (Lots A to G) covering the provinces of San Pedro de MacorĂ­s, Montecristi, La Altagracia, Puerto Plata, SamanĂ¡, Pedernales and El Seibo.

Coastal Design and Engineering: Development of Coastal-Marine Engineering Executive Designs and physical models for erosion control and physical vulnerability mitigation.

Planning and infrastructure: Planning and ordering of the emerged beach, as well as the design of tourist infrastructure works and reorganization of public spaces or marine fronts.

Environmental sustainability: Preparation of the preliminary studies and the Environmental and Social Impact Assessment Instruments (EIAs/EAS) required to ensure the viability of the solutions, prioritizing Nature-based Solutions (NBS).

Qualification Requirements
Institutional seniority: The bidder or consortium must prove a minimum of 10 years of experience actively operating in the market.

General experience: Verifiable track record in the last 10 years in the development of comprehensive projects of civil infrastructure, maritime engineering, territorial planning, architectural design and adaptation to climate change in coastal areas.

Certified specific expertise:

At least 2 coastal baseline implementation and oceanographic monitoring projects.

At least 2 projects that include physical modeling and design of coastal-marine structures for risk control, with a focus on Adaptation to Climate Change (ACC).

At least 2 Environmental and Social Impact Assessment (EIA/EAS) projects for coastal or tourism infrastructure in the Latin American or Caribbean region.

At least 3 comprehensive projects for the reorganization of public spaces, waterfronts, boardwalks or tourist complexes in vulnerable areas.

Selection method: Firms will be evaluated and selected under the Quality and Cost Based Selection (SBCC) method, in accordance with IDB consulting policies (GN-2350-1).

Partnerships: Interested firms may form consortia or Joint Ventures (APCA) or include subcontractors to strengthen their technical profiles.

Short list: The process will select a restricted list of a minimum of five (5) and a maximum of eight (8) eligible signatures based on the complementary technical documentation provided.
