Description

Brazil, through the Secretariat of Planning and Strategic Affairs of the Municipality of Porto Alegre, has financing from the Inter-American Development Bank (IDB) for the "Program for the Development and Recovery of Social Infrastructure of the Municipality of Porto Alegre (POA+SOCIAL)". This call invites eligible consulting companies to express interest in carrying out socio-productive diagnosis and intersectoral mapping.

Scope of Consulting Services
Main objective: To perform specialized consulting services for the development of qualitative socio-productive diagnosis, social listening and intersectoral mapping of public policies of the POA+Social Program, subsidizing the formulation of an integrated policy of professional qualification.

Main activities: Participatory validation, primary data collection, territorial workshops and conducting qualified interviews with the productive sector to identify gaps, synergies and institutional articulations under the IDB's safeguards.

Expected products:

Detailed Work Plan (methodology and schedule).

Local Supply Capacity Survey Report (training entities).

Mapping Report of Existing Actions of productive inclusion.

Socioeconomic Diagnosis Report with intersectional analysis of the beneficiary population.

Consolidated Report with Technical Propositions and strategic recommendations.

Analytical Report of Entrepreneurial Profiles (including impacts of calamities).

Execution time: The estimated period for the total fulfillment of the activities is 150 days.

Eligibility requirements and conditions
Capability Evaluation Criteria: Firms will be evaluated based on the following pillars of experience:

Technical-managerial capacity: Time of work and methodological solidity in the coordination of social diagnoses and training programs.

General experience: History of carrying out studies, research, evaluations and related projects of territorial development or social inclusion.

Specific experience: Direct action in social listening, primary data collection, participatory workshops, mapping of public policies and productive inclusion of populations in vulnerable situations.

Portfolio formatting: Companies must present an objective portfolio demonstrating adherence to the scope, limited to a maximum of 20 pages (disregarding cover, summary and supporting attachments such as certificates or contracts).

Team structure: Presentation of a summary description of the available technical staff or the teams mobilized in previous similar projects, detailing profiles and specialties compatible with the demands of the term of reference.

International financing: Previous experiences in projects financed by multilateral organizations (such as IDB, CAF, KfW, IBRD, AFD), proving the ability to act under strict governance rules and socio-environmental safeguards, will be considered highly relevant.

Selection Method: The process will be conducted under the Quality and Cost Based Selection (SBQC) method for the composition of a short list consisting of a minimum of five (5) and a maximum of eight (8) qualified consultants.
