Description
Ecuador's Ministry of Energy and Non-Renewable Natural Resources has received financing from the Inter-American Development Bank (IDB) for the Ecuadorian Electricity System Modernization and Renovation Program. This call seeks to select a consulting firm to carry out the diagnosis, design and document development of a risk management system based on international standards, in order to strengthen the resilience of CNEL's electric distribution companies (EEDs) and business units in the face of natural and man-made events.
Scope of consultancy:
- Compliance Diagnosis: On-site assessment at each of CNEL's electric distribution companies and business units to determine the current level of compliance with ISO 31000 and 22301.
- System design: Definition of the scope of the management system considering critical processes, relevant risks and key actors, including the proposal of an organic structure for the risk management units.
- Document development: Preparation of documentation of the essential and mandatory requirements of the referenced ISO standards, adapted to the operational reality of the electricity sector.
- Action and training plan: Establishment of a roadmap with cost estimation and execution of 96 hours of technical training in ISO 31000, 22301 and ISO 31010 standards for professionals in the sector.
- Service phases: The project will be executed in three correlative stages: Diagnosis (face-to-face phase), Design and Document development of requirements.
Qualification Requirements:
- General experience: The firm must demonstrate a minimum track record in implementing ISO management systems (such as 9001, 14001, 45001) for a cumulative amount equal to or greater than USD 100,000.00 in the last ten years.
- Specific experience: Proven experience in designing, implementing, auditing or evaluating risk management systems (preferably ISO 31000 and ISO 22301) for a cumulative amount equal to or greater than USD 50,000.00 in the last ten years.
- Weighting criteria: Previous experience in companies in the electricity sector and in the specific management of natural risks will be given higher value.
- Partnerships: Interested parties may associate under the Joint Venture modality or include subcontractors to strengthen their technical qualifications.
- Short list: The process aims to form a list of between five (5) and eight (8) eligible firms.
