Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to design and validate tools based on neuroscience and behavioral economics that strengthen the collection strategies of the National Tax and Customs Directorate (DIAN) of Colombia and promote voluntary compliance with tax obligations.
The consultancy comprises four stages:
1. Diagnosis and methodology: Design the research framework, the instruments for collecting information and the criteria for segmenting taxpayers.
2. Behavioral analysis: Identify barriers and motivators for payment through quantitative and qualitative research, interviews, surveys, and comparative analysis between compliant and delinquent taxpayers.
3. Design and validation of interventions: Develop communication strategies, persuasive messages and behavioral tools. Implement a focused pilot to preliminarily evaluate their effectiveness.
4. Knowledge transfer: Develop operational recommendations, an implementation manual, and a roadmap to gradually incorporate interventions into DIAN collection management.
Expected outputs: Work plan and diagnosis, behavioral analysis and segmentation, communication strategy with pilot results and final report with recommendations.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
