Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to develop regulatory proposals and management models for microgrids, isolated electricity systems and Autonomous Energy Districts (DAEs) in Ecuador. The objective is to ensure the sustainability of regulated electricity services and facilitate the integration of private DAEs with the electricity system and third parties.
1. Regulatory and institutional diagnosis
Analyze the legal and regulatory framework, identify gaps and institutional competencies, classify rural electrification solutions and the legal configurations of DAEs, and evaluate international experiences.
2. Management and sustainability models
Define governance, operation, maintenance, asset management and economic, tariff and financial sustainability schemes for systems subject to regulated provision.
3. Technical and regulatory requirements
Establish criteria for measurement, billing, collection, equipment approval, and environmental and social management. Define conditions for the operation and interaction of DAEs with the electricity system and third parties.
4. Policy proposals and implementation
Develop regulatory proposals, authorization and registration procedures, a draft Ministerial Agreement, roadmaps, and pilot implementation proposals.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
