Description
Guyana, through the Ministry of Education, is seeking a qualified individual consultant to conduct a comprehensive TVET and training diagnostic for students with Special Educational Needs and Disabilities (SEND). This assignment supports inclusive growth and aligns with the National TVET Policy 2025–2035 to facilitate the transition of SEND students from secondary education to gainful employment.
Scope of services
Labor market analysis: Identify "SEND-ready" technical roles across industries in Guyana and define the required skill sets.
Institutional audit: Evaluate accessibility, adaptive equipment, and special education teaching capacity across at least five (5) major TVET centers (including GTI, CSHE, and Regional Technical Institutes).
Curriculum review: Assess the Secondary Competency Certificate Programme (SCCP) and post-secondary modules for flexibility and disability inclusion.
Stakeholder engagement: Conduct consultations with the Council for TVET (CTVET), the Ministry of Labour’s National Job Bank, and the Board of Industrial Training (BIT).
Strategic recommendations: Propose a model for Sector Skills Councils to serve as liaisons between SEND graduates and private sector employers.
Minimum qualifications and experience
Academic credentials: Master’s degree or higher in Vocational Education, Human Resource Development, Special Education, or a related field.
Professional experience: At least ten (10) years of experience in TVET systems, featuring specialized expertise in disability inclusion and workforce development.
Local context: Demonstrated understanding of Guyana’s labor market and the Competency Based Education and Training (CBET) framework (highly desirable).
