The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to strengthen Primary Health Care (PHC) in four departments of Bolivia. The project focuses on improving the management of health networks, with special emphasis on the care of Chronic Non-Communicable Diseases (NCDs) in rural areas and indigenous populations.
1. Comprehensive diagnosis and gap analysis
The consultancy will carry out a detailed information survey using official sources (2024 Census, SOAP SYSTEMS, SICE, RUES) and face-to-face visits.
Infrastructure and Telemedicine: Evaluation of medical equipment and technological resources to implement telehealth services at the first level of care.
Quality of Service: Application of validated instruments (such as PCAT and SERVQHOS) to measure the quality of care from the perspective of the user and the provider.
Human Resources: Survey of competencies and detection of training needs for network coordinators and health personnel.
2. Development of technological management tools
A critical component is the creation of digital solutions for evidence-based decision-making:
Interactive Tool: Development of a management platform that allows data to be visualized through maps, graphs and pivot tables.
Data Visualization: Monitoring of key indicators of the priority population and human talent in health to optimize strategic planning.
3. Implementation and transfer of capabilities
The project ensures the sustainability of the interventions by:
Technical Training: Training of personnel in the use of the interactive tool and preparation of data interpretation manuals.
On-site Validation: Scheduled technical visits to the selected establishments for the implementation of the collection and management instruments.
Operational Guides: Delivery of protocols so that network coordinations can maintain the monitoring of indicators autonomously.
