Description
The IDB intends to hire consulting services for the strategic and institutional reform of the governance of the mining sector in Panama.
The selected consulting firm is required to:
- Propose the functions and competencies of the institution responsible for mining governance in Panama;
- Propose the necessary legal framework for its creation, operation, articulation and relationship with other State institutions that have competence in the mining sector, avoiding duplication or conflict of interests and/or functions;
- Propose the organization chart of the institution and project a first version of the technical requirements of each role in that organization chart;
- Assess the financial, human and capacity needs of the institution; Y
- Develop draft regulations and manuals of organization and functions for the institution.
The estimated term for the completion of the service is 9 months.
