Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to advise the Office of Planning and Budget (OPP) on the comprehensive design of the new Uruguay Territory Observatory (OTU). The project aims to modernize the subnational information system to optimize evidence-based decision-making, fiscal transparency, and monitoring of public investments.
1. International diagnosis and benchmark
The consultancy will begin with an in-depth analysis of the current state of the OTU and a benchmarking of successful global experiences.
Best practices: Identification of trends in data governance, interoperability and user experience (UX/UI).
Key dimensions: Analysis of how other observatories integrate fiscal management, public investment, and climate change, gender, and diversity goals.
2. Conceptual and functional model
A new scheme will be proposed to strengthen the production and visualization of territorial data:
Financial dashboards: Creation of automatic dashboards to calculate solvency, indebtedness and dependence on transfers from the Central Government.
Artificial intelligence: Incorporation of predictive analytics with AI to identify patterns of tax behavior and improve georeferencing and data validation.
Active transparency: Reduction of information asymmetries through public access to comparative data on income, expenditure and departmental budget execution.
3. Technology architecture and sustainability
The design must ensure a robust, scalable and flexible system for the future:
Infrastructure: Proposal of frontend and backend architecture under security and sustainability standards, promoting the use of open source and shared repositories.
Institutional articulation: Mapping of data-generating agencies to strengthen automated subnational information exchange.
Implementation plan: Preparation of a roadmap by stages, including costs, times and technical profiles necessary for the subsequent development phase.
