Description

The Inter-American Development Bank (IDB), in coordination with the Bolivian health authorities, invites consulting firms to submit proposals to design and implement a training plan in Primary Health Care (PHC) with an emphasis on Non-Communicable Diseases (NCDs), aimed at municipal management teams and first-level health personnel in prioritized networks in the departments of La Paz. Chuquisaca, Tarija and Potosí.

1. Objectives and technical scope
Focus on PHC and NCDs: Strengthen knowledge and capacities of first-level health personnel in health promotion, disease prevention, management of chronic conditions, and data-based health planning.

Adapted training program: Structure and implement a mixed competency-based program that adapts resources from the PAHO Virtual Campus and incorporates face-to-face sessions considering the territorial, institutional, and intercultural contexts of La Paz, Chuquisaca, Tarija, and Potosí.

Initial diagnosis: Evaluate gaps in capacities, training needs, operational conditions and implementation barriers in the prioritized networks and establishments.

2. Key activities and operational deployment
Program structuring: Collect and adapt PAHO asynchronous resources and coordinate implementation with facilitators, local governments (central, departmental, municipal), and health networks.

Implementation and evaluation: Implement the training plan through participatory methodologies and adult education, including competency assessment and subsequent accompaniment.

Sustainability: Deliver a final transferable package to the contractor with curriculum, materials, instruments, databases and recommendations for the institutionalization of training.

3. Expected results and outputs
Output 1 — Work Plan and Timeline: Definition of objectives, scope of work, Training Program and detailed Training Plan.

Output 2 — Progress Report: Implementation reports, monitoring instruments, and monitoring report on the use of the program.

Final transferable package: Consolidated with didactic materials, databases, results report and guidelines to guarantee the continuity of the program.
