The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals for the formulation of a public investment plan aimed at strengthening the Multi-Hazard Early Warning System (MHEWS) in the Yuna River basin, Dominican Republic.
The general objective of the consultancy is to identify and structure the necessary public investments within the framework of operation DR-L1161, defining the roadmap for their implementation, the preparation of technical specifications and the preparation of the inputs required for the procurement processes.
1. Technical scope under the EW4All framework (Pillars 2, 3 and 4)
Pillar 2 — Hazard monitoring and forecasting: Evaluate the investment options of the hydrometeorological observation network (densities of 100 km², 150 km² and 250 km²) based on anticipated diagnoses. The optimal configuration of the network, data integration (including the CDMS system) and operational sustainability schemes will be designed in coordination with INDRHI, INDOMET, the Presidency, the Vice Ministry of Climate Change and the accompaniment of the World Meteorological Organization (WMO).
Pillar 3 — Issuance and dissemination of alerts: Diagnose the alert communication system together with the National Emergency Commission (CNE), the Emergency Operations Center (COE), INDOTEL and telecommunications operators. Investments will be structured to strengthen multichannel broadcasting (SMS, Cell Broadcast, sirens with cameras), the design of action-oriented messages and the adoption of the Common Alert Protocol (CAP).
Pillar 4 — Community Response Capacity: Define and identify priority investments at the local level based on flood risk analysis in the Yuna River Valley. In coordination with the Civil Defense, the Red Cross and local governments, the updating of evacuation plans, route signage, adaptation of shelters and operational strengthening will be financed.
2. Key activities of the project
Comprehensive diagnosis and gaps: Evaluate the forecast-to-action value chain, analyzing the feasibility of incorporating advanced schemes such as impact-based forecasting and anticipatory social protection.
Formulation of the investment plan (Pillar 2): Consolidate the technical and economic proposal for the observation network, validating estimated costs, phased execution schemes and institutional governance agreements.
Technical Procurement Specifications: Prepare the detailed technical sheets and terms of reference required for the purchase of equipment, software and services associated with the start-up of the MHEWS.
Participatory processes and consensus: Organize workshops with actors at the national, municipal, and community levels to validate diagnoses, agree on investment priorities, and articulate the inter-institutional response.
3. Deliverables and deliverables
The selected firm must deliver the following consolidated products:
Comprehensive Diagnostic Report: Assessment of technical, operational, and institutional gaps under the EW4All framework for Pillars 2, 3, and 4 in the Yuna River Basin.
MHEWS Public Investment Plan: Portfolio of prioritized projects with validated costs, staggered execution schedule and institutional arrangements for operation and maintenance.
Technical specifications dossier: Complete technical documentation and structured inputs to initiate the bidding processes and purchase of goods/services.
Systematization and consensus report: Compendium of the participatory workshops, validation minutes and inter-institutional agreements reached.
