Description
The Republic of Suriname has requested financing from the Inter-American Development Bank (IDB) for the Paramaribo Urban Rehabilitation Program (PURP) II. The Ministry of Education, Science and Culture is seeking an eligible consulting firm to lead the rehabilitation of the Jodenbreestraat public space corridor, a key area within the Paramaribo World Heritage Site. This consultancy focuses on integrating modern urban design with heritage preservation while ensuring high environmental and social standards.
The selected firm will be responsible for the full lifecycle of the project, from initial technical and socio-environmental assessments to the final supervision of construction works. The goal is to create a sustainable, safe, and culturally integrated urban corridor that enhances the historical center of Paramaribo.
Scope of Consulting Services
The services required for this assignment include:
- Socio-Environmental Studies: Conducting an Environmental and Social Impact Assessment (ESIA) and developing a Management and Monitoring Plan (ESMP).
- Technical Assessment: Performing a comprehensive evaluation of the existing Jodenbreestraat public space corridor.
- Integrated Urban Design: Developing detailed street and public space designs tailored to the requirements of a World Heritage Site.
Procurement and Supervision: Assisting in the bidding process for construction works and providing professional supervision during the construction phase.
Qualification and Submission Requirements
Interested firms must demonstrate specific technical and managerial capabilities:
- Professional Experience: Proven track record in the design and supervision of sustainable urban public space rehabilitation.
- Safeguard Expertise: Experience applying the IDB Environmental and Social Policy Framework (ESPF) and monitoring Environmental, Social, Health, and Safety (ESHS) requirements.
- Local Knowledge: Clear understanding of Suriname’s regulatory, institutional, and cultural environment.
- Key Personnel: The team must include specialists in Urban Design, Landscape Architecture, Infrastructure Engineering, Road Safety Audits, and ESIA leadership.
