Description
The Ministry of Education, Science and Culture, of Suriname has requested financing from the Inter-American Development Bank (IDB) for the Paramaribo Urban Rehabilitation Program (PURP) II. This invitation aims to select a qualified consulting firm to conduct technical and socio-environmental studies, create integrated urban designs, and provide construction supervision for Public Space Corridor #2 within the historic Paramaribo World Heritage Site.
Scope of the consultancy
Socio-environmental assessments: Execution of an Environmental and Social Impact Assessment (ESIA), an Environmental and Social Management and Monitoring Plan (ESMP), and a Livelihood Restoration Plan (LRP).
Technical & urban design: Conducting a comprehensive technical assessment and developing integrated street and public space designs for the designated corridor (including Heerenstraat, Kerkplein, and surrounding historic streets).
Procurement & supervision: Assisting the ministry during the bidding process for construction works and providing full technical supervision during the execution phase.
Qualification requirements
Core expertise: Proven experience in the design and supervision of sustainable urban public space rehabilitation projects.
Safeguard compliance: Demonstrable experience applying the IDB Environmental and Social Policy Framework (ESPF) and managing environmental, social, health, and safety (ESHS) monitoring.
Contextual knowledge: A clear understanding of Suriname’s specific regulatory, institutional, cultural, and administrative environment.
Key personnel: The team must include specialists such as a Project Manager/Urban Design Lead, Landscape Architect, Urban Infrastructure Engineer, Road Safety Audit (RSA) Specialist, and an ESIA/LRP Team Leader.
Submission deliverables: Firms must submit a letter of interest, proof of legal status, a detailed portfolio with project references (including pictures, dates, and costs), and a comprehensive company profile.
Associations: Firms may associate as a Joint Venture or hire subconsultants to enhance their qualifications.
Shortlist: The selection process intends to establish a shortlist of five (5) to eight (8) eligible firms based on the IDB's procurement policies.
