Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to strengthen and consolidate the regional rural water and sanitation ecosystem. The aim is to transform isolated initiatives into a coordinated, sustainable community of practice connected to global knowledge platforms, aligned with the priorities of the SIRWASH II programme.
1. Diagnosis and characterization of the ecosystem
The consultancy will carry out a comprehensive mapping of networks, platforms and alliances at regional, sub-regional and national levels (including at least 2 relevant initiatives per country).
Functional analysis: Assessment of membership composition, governance mechanisms, operating models and funding sources.
Identification of gaps: Analysis of overlaps and complementarities to determine areas of work with greater potential for regional added value.
2. Global articulation and exchange
A central pillar is linking the region with cutting-edge international spaces in the WASH (Water, Sanitation and Hygiene) sector, such as:
Swiss platforms: Swiss RésUAE / AguaSan and Swiss Water Partnership.
Spanish Cooperation: PECAS/PECASH Platform.
Specialized alliances: SuSanA (Sustainable Sanitation Alliance) and networks with a gender approach.
3. Collaboration framework and roadmap
The project seeks to move from diagnosis to action through the participatory construction of management instruments:
Common framework for collaboration: Definition of governance principles, knowledge management instruments and potential joint actions.
Pilot initiatives: Accompaniment in the initial stage of implementation of at least two prioritized collaborative initiatives to generate scalable learning.
Sustainability: Formulation of a roadmap with specific indicators to evaluate the strengthening of regional articulation in the long term.
