Consultancy for the development of a computerized early warning surveillance system - SAT

Description

Paraguay, through the Social Development Management Association, has financing from the Inter-American Development Bank (IDB) for the program "Capacity Building and Development of a Digital System for Health Surveillance". This call invites eligible consulting firms to submit their expressions of interest for the creation of a strategic technological tool in the public health sector.

Scope of the consultancy
The specialized service requires a contractor firm to assume the following activities:

Main objective: Design, development, implementation and production of the first phase of the Early Warning System (EWS).

Epidemiological surveillance: Create a digital platform aimed at strengthening national monitoring of outbreaks and atypical health events.

Data integration: Develop computer mechanisms to consolidate information from the various existing health systems in an integrated manner, optimizing the generation of timely alerts for government decision-making.

Qualification Requirements and Conditions
Technical profile: Applicant companies must be specialized firms that objectively demonstrate that they have the required institutional qualifications and relevant experience in the development of digital systems of similar complexity.

Alliances and consortia: The association of consultants is authorized under consortium schemes (Joint Venture) or sub-consulting agreements to strengthen the proposals. For the purposes of the evaluation, the nationality of the proposal will be that of the country of legal incorporation of the lead firm acting as representative.

Selection mechanism: The technical evaluation process will be conducted under the guidelines of the IDB's Consulting Policies in order to structure a short list made up of a minimum of five (5) and a maximum of eight (8) eligible firms.

Delivery method: Expressions of interest will be received in writing according to the entity's contact addresses. For this process, bids by electronic means are allowed.
