Description
The Tourism Authority of Panama (ATP) has requested financing from the Inter-American Development Bank (IDB) for the Comprehensive Urban Development Program for Cities with a Tourist Vocation. This call seeks to select a specialized consulting firm for the design, development and implementation of an integrated digital ecosystem that structures, georeferences and markets the national tourism offer, aligned with the Sustainable Tourism Master Plan 2025-2030.
Scope of the consultancy
- Development of an e-commerce platform: Implementation of a comprehensive digital system for the promotion, reservation and sale in real time of tourism products and experiences.
- Survey and georeferencing: Technical field and cabinet work for the identification, characterization and organization of data on natural, cultural, gastronomic and adventure attractions.
- Cartographic production: Design, development and printing of 100,000 interactive digital tourist maps and circuits (adapted to web and mobile environments) coordinated through the fifteen (15) Chambers of Tourism nationwide.
- Analytics tools: Integration of data monitoring systems to evaluate visitor behavior, product performance, and market trends.
- Training and transfer: Training processes and initial technical support for actors in the tourism sector in the interior of the country, guaranteeing the sustainability of the digital ecosystem.
- Lead time: The estimated period for the delivery and commissioning of all products is 365 calendar days from the Order to Proceed.
Participation and selection requirements

- Eligibility and partnerships: Process open to firms from eligible IDB member countries. Interested companies may participate individually or associate under the Joint Venture or subcontracting modality.
