Consulting services for the Program to Improve the Efficiency of the Tax Administration and Public Expenditure Management in the Dominican Republic
Consulting services include:
The replacement of the current Management by Functions model with a Governance by Processes model, which contributes to the collaboration and integration between areas for the management and improvement of processes with a focus on results. This is based on the identification of institutional processes for the redefinition of the Process Map of the DGII, establishing the interrelationship between the identified Macro-processes, General Processes and Sub-processes, the definition of the owners and performance indicators of the processes, as well as the design of strategies for the implementation of a process management model, including elements that ensure its sustainability in the institution and the transfer of knowledge on techniques, tools and best practices related to the fundamentals of process management for the development of the selected personnel.
Preliminary criteria required of the firm to be hired to develop this consultancy:
Present evidence of experience in the design and implementation of the Process Management Model, in the last five (5) years. The evidence will be in the form of one (1) or two (2) letters from clients or one (1) or two (2) minutes of acceptance of project closure by the company to which the services were offered.
It is necessary that the evidence(s) submitted include:
- Date of delivery of the services offered.
- Brief description of the services offered.
Note: during the evaluation both aspects (design and implementation) will be considered in one (1) piece of evidence or separately in two (2) pieces of evidence, so it is not required that the design and implementation have occurred in the same project. No more than two (2) letters or minutes of acceptance may be submitted.
