Consultancy for the design and implementation of a capacity building program for rural water and sanitation sectoral actors in the completion of the offline application and the report to DATASS

Description

The Inter-American Development Bank (IDB), in coordination with the National Rural Sanitation Program (PNSR) of the Ministry of Housing, Construction and Sanitation (MVCS) of Peru, is calling on consulting firms to submit proposals to design and implement the first phase of a capacity building program focused on the registration and reporting of data on drinking water services through the Offline application and the DATASS system.

1. Diagnosis and curriculum design
Diagnosis of gaps and population profile: Evaluate digital skills, connectivity, access to devices/energy, technological barriers and communication channels in the target population, ensuring the inclusive participation of women.

Segmented pedagogical structure: Design a face-to-face curriculum that encompasses digital literacy, key variables of service provision, use of computer tools and data quality, differentiating pedagogical strategies for community organizations (OC-JASS), Municipal Technical Areas (ATM) and Regional Directorates (D/GRVCS).

Socialization and validation: Conduct a validation workshop with the actors involved and the PNSR authorities to adjust the content and methodology.

2. Territorial implementation and scope
Decentralized deployment: Execute face-to-face training in 9 departments of Peru (Amazonas, Ayacucho, Cajamarca, La Libertad, Lambayeque, Loreto, Piura, Puno and San Martín), covering 16 provinces, 20 districts and around 210 water systems.

Training and certification: Train, evaluate and certify approximately 478 rural sectoral actors through theoretical-practical activities in the field, managing the integral logistics of the program.

3. Institutionalization, sustainability and dissemination
Virtual module on the official platform: Enable a virtual version of the course on the MVCS website along with complementary multimedia resources.

Communication strategy: Develop dissemination content (implementation videos, blog articles, material for social networks) together with the PNSR team.

Scaling strategy: Develop a roadmap, lessons learned report, and sustainability mechanisms for the future progressive replication of the program at the national level.
