Description
The Inter-American Development Bank invites consulting firms to submit their Expression of Interest to conduct a comprehensive assessment of the impact of Special Operations Zones (ZOSOs) in Jamaica, analyzing their effectiveness in reducing crime, citizen security, and community well-being.
1. Documentary review and diagnosis
Analyze legislation, policies, reports, and administrative data on the implementation of the ZOSOs, including their governance and institutional coordination mechanisms.
2. Impact assessment
Apply statistical and econometric methods to measure the impact of interventions on crime, security, socio-economic conditions and access to public services.
3. Qualitative Research and Economic Analysis
Conduct surveys, interviews, and focus groups to assess institutional trust, citizen perceptions, and community participation. Analyze the costs, benefits, and sustainability of interventions.
4. Recommendations and validation
Prepare technical reports, organize a validation workshop, and make recommendations to improve, scale-up, and replicate the program, including a proposal for a future impact assessment.
Interested companies should carefully review the registration requirements on the relevant IDB portal and ensure that all requested information is completed before submitting their Statement of Interest (EOI).
