Description
Ecuador, through the State Bank and in coordination with the Decentralized Autonomous Municipal Government of the Canton of Sucre, has financing from the Inter-American Development Bank (IDB) for the "Investment Program for Drinking Water and Sanitation in Ecuador". This call for International Public Bidding (LPI) aims to build basic health infrastructure in the province of Manabí.
Project Scope
Objective of the work: Comprehensive implementation of sanitary and storm sewer systems, state-of-the-art pumping stations and a wastewater treatment plant (WWTP) to serve the communities of San Jacinto, San Alejo and San Clemente.
Reference budget: The estimated cost of the process amounts to USD 8,471,798.05.
Execution time: The estimated time for the development, construction and final delivery of the works is 360 days.
Submission of proposals: Bids must be submitted in a sealed envelope in a strictly physical form at the Directorate of Institutional Planning and Management Control (Municipal Palace, Third Floor) in Bahía de Caráquez. Proposals will not be accepted by electronic means and late submissions will be automatically rejected.
Qualification Requirements and Conditions
Evaluation criteria: Bidders must demonstrate compliance with the standards set out in the specifications, which include the validation of legal capacity, technical capacity (specific experience in hydraulic works, qualified key personnel and availability of essential equipment) and solid financial capacity (turnover and available liquid assets).

National preference: In this international contracting process, no margin of tariff or technical preference will be granted to contractors or consortia (APCA) of national origin.
Guarantee and validity: All economic offers must be accompanied by a Bid Maintenance Guarantee equivalent to 1% of the reference budget. Likewise, bidders must ensure a period of validity of their bids of at least 105 calendar days from the date of opening.
