Construction of the phase 3 pop-up cell for the integrated management of solid waste in the canton of El Carmen, province of Manabí

Ecuador, through the State Bank and the Decentralized Autonomous Municipal Government of the canton of El Carmen, has financing from the Inter-American Development Bank (IDB) for the "Investment Program for Drinking Water and Sanitation in Ecuador". This call for National Public Bidding (LPN) invites eligible bidders to submit closed proposals for the construction of solid waste sanitary infrastructure.

Scope of the works
Main objective: Construction of the Phase 3 pop-up cell for the integrated management of solid waste in the canton of El Carmen, province of Manabí.

Reference budget: USD 1,438,814.50 (excluding VAT).

Execution period: 180 calendar days, counted from the crediting of the advance in the contractor's account.

Qualification Requirements and Conditions
Regulatory framework: The process is carried out in accordance with the National Public Bidding (LPN) procedures established in the IDB's Policies for the Acquisition of Works and Goods.

Evaluation criteria: Comprehensive compliance with the legal, technical and financial solvency requirements stipulated in the specifications.

Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).

Required Guarantee: It is mandatory to attach to the proposal a Bid Maintenance Guarantee for an amount of USD 40,000.00.

Management and submission of bids
Access to the rules: The bidding documents in Spanish are available for direct download through the institutional portal of the Municipal GAD of El Carmen.

Delivery method: Bids must be delivered physically and in a sealed envelope to the offices of the Public Works Directorate of the El Carmen Municipal GAD. Electronic bids will not be allowed and late proposals will be rejected. The act of public opening of envelopes will allow face-to-face attendance or online connection.
