Description
The Republic of Ecuador, through the Strategic Public Company Corporación Eléctrica del Ecuador – CELEC EP, has received a loan from the Inter-American Development Bank (IDB) and the European Investment Bank (EIB) to finance the Ecuador-Peru Electrical Interconnection Project in 500 kilovolts, Ecuadorian section, and it is proposed to use part of these funds to make the payments corresponding to the contract subject of this tender.
This call is issued as a result of the General Procurement Notice published on the IDB website under number IDB-P2135276-08/24, dated August 28, 2024. CELEC EP, through its Transelectric Business Unit, invites eligible bidders to submit sealed bids for the comprehensive execution of the project, which includes the construction of civil works, provision of materials and equipment, electromechanical assembly, testing and commissioning of the Ecuador-Peru 500 kV electrical interconnection system.
The Request for Bids will be carried out in accordance with the Policies for the Acquisition of Works and Goods financed by the IDB and is open to bidders from eligible countries, applying universal eligibility.
Bids will be evaluated through a one-stage process with two envelopes, independently considering the technical and financial aspects. The evaluation will take into account the eligibility and capacity of the bidder, the technical conformity of the proposal and the value for money, including criteria such as experience, key personnel, innovation and sustainability, to determine the most advantageous offer.
The Bidding Documents will be delivered via email and may be requested from CELEC EP – Transelectric Business Unit, through the official email indicated in the SDO.
