Description

The purpose of this bid is the supply, installation and start-up of a biodigestion system for the treatment of municipal solid waste generated in the municipality of Xalapa, Veracruz. The Biodigestion Plant will treat the Recovered Organic Waste (ROR) from the MSW of the municipality of Xalapa. It is expected to meet a demand of about 50% of the solid waste produced in the municipality of Xalapa.

 

It must have the capacity to provide a biodigestion and biogas storage volume for a capacity of 12,000 t/year of ROR, as well as a mechanical pretreatment for a capacity of 73,000 t/year of MSW.

 

The biodigestion process will consist of the following stages: MSW reception and discharge, simple mechanical pretreatment (recovery of materials and separation of improper materials), anaerobic biodigestion, aerobic stabilization of the digestate, storage and energy recovery of the biogas for self-consumption by the biodigestion plant, and export of the surplus.

The Bidder shall carry out all the engineering works necessary for the adaptation of the design, manufacture, assembly, commissioning and operation of all the equipment and systems included in the Biodigestion Plant required by the Municipality of Xalapa. The Bidder must provide proof of work experience in works of similar nature and magnitude, in which its participation is verifiable, noting the name of the contractor, description of the works, the place where they were carried out, total amounts, amounts executed or to be executed and the expected completion dates, including copies of contracts, settlement and termination of rights and obligations or their foreign equivalents, which prove the experience and technical capacity in similar works. The Bidder must have an engineering and architectural team, with the necessary specialist support, stable and led by competent technicians. The technician leading the engineering team will be, in turn, the Project Manager, and will therefore coordinate, integrate and supervise all the components of the Biodigestion Plant of the Municipality of Xalapa, including all the technologies used. In the testing phase prior to start-up, compliance with the project specifications must be verified in the infrastructure, equipment and installations in order to begin start-up. All these costs will be included in the bid. The delivery/construction period is: 325 working days including the commissioning period.
