Description

Uruguay, through the Office of Planning and Budget (OPP) in conjunction with the Departmental Municipality of Artigas, has financing from the Inter-American Development Bank (IDB) for the "Program for the Development and Strengthening of Fiscal Management and Subnational Services". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the execution of urban infrastructure works.

Scope of the works
Main objective: Execution of the consolidation and urban infrastructure works in the Blas Melo and Villa Lola neighborhoods of the city of Artigas.

Execution time: The estimated time for construction is 15 months.

Qualification Requirements and Conditions
Regulatory framework: The process is governed by the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods.

Evaluation criteria: Compliance with the legal, technical and financial capacity requirements detailed in the bases of the process.

Required Guarantee: It is mandatory to submit together with the offer a Bid Maintenance Guarantee for an amount of UYU 2,500,000.00 (Uruguayan pesos).

Management and submission of bids
Access to the rules: The bidding documents in Spanish are available for consultation and download on the official portal of State Procurement of Uruguay.

Delivery method: Bids must be delivered physically and in a sealed envelope at the headquarters of the Departmental Municipality of Artigas. Electronic bids will not be allowed and late proposals will be rejected. The public opening ceremony will be held on October 9, 2026 in person with the option of online attendance.
