Description
The Inter-American Development Bank (IDB), in coordination with the Directorate of Labor Statistics (DEL) of the Ministry of Labor and Social Welfare of Guatemala, is calling on companies specialized in information gathering and fieldwork for the operational execution of the Business Survey of Labor Demand (EEDL). The focus of the study is exclusively on the wholesale and retail trade sector.
1. General Purpose and Scope of Service
Field Operation: Organize, coordinate and implement the collection of information in a strictly face-to-face manner in the selected companies within the Republic of Guatemala.
Guarantee of confidentiality: Apply digital instruments under strict technical, ethical and data security protocols, safeguarding business statistical secrecy.
Data purification: Perform the logical consistency review and delivery of clean databases, structured separately (technical component and contact data), accompanied by the incident report.
2. Key activities and digital infrastructure
Training and logistics: Hire, train, and supervise the personnel of enumerators and field supervisors, including the design and control of logistical transportation routes.
Use of Survey Solutions: Record the information directly on the Survey Solutions digital platform. The software, the design of the questionnaire and the institutional server will be provided and managed by the LED, so the firm does not need to develop additional systems.
Technical equipment: The consulting company must provide all mobile capture devices (tablets/smartphones) that are technically compatible with the application, as well as ensure internet connectivity for timely data synchronization.
Rigorous quality control: Implement real-time validation methodologies that include the monitoring of eventualities, exhaustive verification of forms and the performance of control re-interviews for internal audit.
3. Sample Metric and Contract Exclusions
Estimated size: The initial portfolio of work includes a sample of 460 companies belonging to the economic activity of commerce. This number may undergo technical adjustments authorized exclusively by the LED under standardized replacement criteria.
Responsibilities excluded from the firm: The consultant will not be responsible for the following activities:
Methodological or sampling design of the study.
Programming the digital instrument on the platform.
Web server administration.
Final substantive analysis of labour market outcomes.
