Authority of probity for the provision and installation of LED luminaires and related public lighting services in the Municipality of Oruro

Bolivia has requested financing from the Inter-American Development Bank for the "Electricity Infrastructure Expansion Program". In this framework, the Ministry of Hydrocarbons and Energy invites eligible consulting firms to express their interest in providing services for the "Probity Authority for the provision and installation of LED luminaires and related public lighting services in the Municipality of Oruro".

The consulting services include exercising the functions of the Independent Probity Authority (API) during the preparation of the bidding document and the bid evaluation stage in the procurement processes of goods and related services on the Public Lighting project in the Municipality of Oruro. The scope includes the observation of the development of the process, the verification of its compliance with the applicable rules and the preparation of a report documenting all the activities, decisions and procedures carried out, in order to guarantee transparency, objectivity and integrity.

The short lists will be made up of a minimum of five (5) and a maximum of eight (8) eligible signatures. Consultants may enter into joint ventures or include subcontractors in order to improve their qualifications.

The selection will be carried out in accordance with the procedures indicated in the Policies for the Selection and Hiring of Consultants financed by the Inter-American Development Bank. The interested parties must be a consulting firm or NGO of recognized suitability, with proven experience in integrity, probity, transparency, audits and control in public procurement processes, as well as have technical personnel according to the requirement.

Expressions of interest must be sent in writing via email or delivered in printed form.
