Description
The Inter-American Development Bank (IDB), in coordination with the authorities of the Ministry of Security and the Argentine Federal Police (PFA), is calling on consulting firms to submit proposals to provide specialized technical assistance in carrying out a comprehensive diagnosis of the PFA's police staff.
1. Objectives and technical scope
Comprehensive HR Diagnosis: Evaluate the organizational and functional structure of the PFA, the territorial and functional distribution of personnel, and the recruitment, training, career, and retention processes against international standards and experiences.
Operational and workload analysis: Study the workloads and level of specialization of the research units, identifying personnel gaps, problems derived from the performance of multiple functions (multirole) and the relationship between central and decentralized units.
Projection and public policies: Project future incorporation scenarios considering operational demand, retirements, promotions, and relocations, formulating public policy recommendations to optimize the assignment and strategic management of personnel.
2. Key Activities
Systematization and comparative research: Review international experiences on criteria for determining police staffing and apply methodologies for analyzing workloads, functions, risks, and territorial distribution.
Scenario modeling: Design future staffing scenarios aligned with the institutional capabilities of the PFA and the operational demand for the service.
Participation and validation: Hold working meetings with competent authorities and hold a socialization workshop to validate the findings and recommendations.
3. Expected results and outputs
Output 1 — Work plan and methodological framework: Detail of the analysis approach, sources of information, technical criteria and tools to be used.
Output 2 — Preliminary diagnostic report: Presentation of findings on organizational structure, staff distribution, gaps, multirole problems, and central-decentralized relationship.
Output 3 — Final report and validation workshop: Consolidated diagnosis, public policy recommendations, technical criteria for the determination of new admissions, guidelines for gradual implementation and realization of the socialization workshop with authorities.
