Artificial Intelligence (AI) and Machine Learning (ML) solution for analysis, correlation and/or response of Cybersecurity incidents

Uruguay, through the Agency for the Development of Electronic Government and the Information and Knowledge Society (AGESIC), promotes this Public Consultation. The purpose of the process is to learn about the solutions available in the market based on Artificial Intelligence (AI) and Machine Learning (ML) that can optimize and strengthen the incident response services provided by CERTuy, within the framework of its continuous improvement plan.

General Solution Requirements
The call seeks to collect technical information on AI/ML tools capable of integrating into the agency's incident detection, analysis, classification and management processes, covering the following capabilities:

Multi-source correlation: Automatic linking of mass events from various platforms such as SIEM, EDR, SOAR, NDR, network logs, and applications.

Intelligent classification: Automated prioritization and categorization of incidents according to their level of criticality.

Advanced detection: Accurate identification of anomalous patterns or complex malicious behaviors.

Response automation: Ability to partially or fully run threat response playbooks.

Modeling under MITRE ATT&CK: Identification and structuring of threat scenarios aligned with the international cybersecurity matrix.

Operational efficiency: Reduced Mean Time to Detection (MTTD) and Mean Time to Response (MTTR) through natural language and assistance in forensic investigation.

Architecture and evolution: Presentation of technical requirements, deployment strategies and a long-term technological evolutionary plan.

Exclusive nature of market research: This Public Consultation has the sole purpose of surveying the state of the art and existing commercial solutions.

Non-binding nature: AGESIC does not assume any commitment to contract, select or implement the products on display.

Transparency in future calls: Participation in this process does not grant advantages, privileges or preferences of any kind in the future formal bidding mechanisms that the Agency decides to undertake.
