Analysis of agricultural policies in the province of Entre Ríos, Argentina

The Inter-American Development Bank (IDB) is looking to hire a consulting firm to apply the OECD's Producer Support Estimate (PES) methodology in the province of Entre Ríos. The objective is to quantify and analyze public support for the agricultural sector during the period 2019-2024, generating a transparent database that allows evaluating the effectiveness of provincial and national policies.

1. PSE methodology and technical objectives
The consultancy is based on OECD standards to measure cash transfers from consumers and taxpayers to the agricultural sector.

Key Indicators: Calculation of Market Price Support (MPA), Direct Support (DA) and General Services Support Estimate (GSS).

Database: Development of a consistent, traceable and replicable data structure that follows the guidelines of the AGRIMONITOR initiative of the Inter-American Development Bank (IDB).

2. Scope of Services and Data Collection
The study includes the systematization of quantitative and qualitative information from Entre Ríos, including:

Productive Statistics: Data on production, areas and yields for the study period.

Price Analysis: Compilation of domestic and international reference prices to estimate market gaps.

Budgetary Transfers: Identification and classification of provincial and national programs with a direct impact on the province, disaggregated by type of beneficiary and product.

3. Key Activities and End Products
The consulting firm will be responsible for the validation and consistency control of the information by contrasting sources. Activities include:

Policy Mapping: Catalog support instruments such as input subsidies, soft loans, and infrastructure investments (general services).

Technical Reports: Preparation of final forms and a final report that analyzes the trends in the sector, the assumptions used and public policy recommendations.

Institutional Coordination: Follow-up meetings with the technical team of the Inter-American Development Bank (IDB) and local actors in Entre Ríos to ensure the quality of the inputs.
