Acquisition of replacement database servers due to technological obsolescence

Description

Ecuador, through the Ministry of Economy and Finance, has financing from the Inter-American Development Bank (IDB) for the "Program for the Modernization of Financial Administration". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the renewal of the data processing infrastructure.

Scope of supply
Main objective: Acquisition of database servers aimed at replacing existing equipment due to technological obsolescence.

Qualification Requirements and Conditions
Regulatory framework and method: The process is governed by the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods, applying the Best Final Offer (M.O.F.) scheme.

Evaluation criteria: Comprehensive compliance with the technical, financial and legal requirements as established in Section III of the bidding documents.

Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).

Required guarantee: It is mandatory to attach the Bid Maintenance Statement with the proposal.

Management and submission of bids
Access to the rules: The bidding documents in Spanish are available by request by email or through the official web portal of the entity.

Delivery method: Bids must be delivered physically and in a sealed envelope at the reception of the Government Financial Management Platform in Quito. Electronic bids will not be allowed and late proposals will be rejected. The public opening ceremony will be held with the option of attending in person or online.
