Acquisition of microcomputer equipment for the Ministry of Energy

Description

The Argentine Republic has received financing from the Inter-American Development Bank (IDB) for the Program to Support the Transition to a Sustainable Electricity Sector in Argentina. Under this framework, the Ministry of Economy's Ministry of Energy invites eligible bidders to submit proposals for the provision of computer equipment and software licenses. This acquisition seeks to modernize the technological capabilities of the Undersecretariat of Energy Efficiency and Information, optimizing data management and the technical operability necessary for the country's energy transition.

Scope of supply
The tender focuses on the Energy sector and covers a wide range of technological solutions, including:

Computing hardware: Mid-performance (i5/Ryzen 5) and high-performance (i7/Ryzen 7) notebooks, along with monitors of various resolutions (Full HD, QHD, and 4K).

Peripherals and accessories: Mechanical keyboards, wireless mice, 5TB external hard drives, and video conferencing kits (cameras, speakers, and headphones).

Multimedia equipment: 55-inch TVs and 65-inch interactive whiteboards for meeting rooms.

Software and licensing: Subscriptions to design and productivity tools, including Adobe Creative Cloud, Microsoft 365, Copilot, and Power BI Premium.

Qualification and Process Requirements
The process will be carried out through National Public Bidding (LPN), following the IDB's procurement policies (GN-2349-15). The main requirements are:

Financial capacity: Demonstrate availability of liquid assets or access to credit and a minimum average annual turnover equivalent to one times the amount of the offer during the last three years.

Specific experience: Prove track record in the sale and supply of microcomputer equipment similar to those requested.

Guarantee: Bids must include a Bid Maintenance Guarantee equal to 1% of the total value of the proposal.

Presentation: Bids must be delivered physically at the headquarters of the Ministry of Economy in the Autonomous City of Buenos Aires; electronic submissions are not permitted.

National preference: In this process, no margin of preference will be granted to national contractors or consortia.
