Description
The Republic of El Salvador has received financing from the Inter-American Development Bank (IDB) for the Universal Energy Access Program in El Salvador, and it is proposed to use part of these funds for the purchase of critical electricity supplies to expand the energy grid in the country.
The Lempa River Hydroelectric Executive Commission (CEL) invites eligible bidders to submit proposals under the International Public Bidding (LPI) modality for the provision of medium and low voltage equipment necessary for Stage I of the program.
The requested supply includes, but is not limited to:
- Transformers: 15KVA and 25KVA equipment for voltages of 13.2KV and 23KV.
- Conductors and Cables: Semi-insulated ACSR cable (gauges #1/0 and #4/0) and messenger cable.
- Fittings and Protections: Monopolar blades, diamond spacers, TS abutments, preformed anchors and C-type structures.
- Network Accessories: Tangent arms (15KV/25KV) and stabilizer bars.
The qualification requirements are strict and will be evaluated under the criteria of Compliant/Not Compliant:
Financial Capacity: Presentation of audited financial statements (2020-2024) and a liquidity ratio equal to or greater than 1%.
Technical Experience: Prove at least 3 contracts or purchase orders for similar goods in the last 5 years, which add up to or average 100% of the amount of the offer.
Delivery and Payments: No deviations in the delivery schedule or variations in the stipulated payment plan will be accepted.
Bids must be delivered physically and closed at the CEL offices. Electronic bids are not permitted.
