Description
Honduras, through the Secretary of State in the Office of Health (SESAL), has financing from the Inter-American Development Bank (IDB) for the "Comprehensive Strengthening of the Tegucigalpa Trauma and Emergency Care Network". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the acquisition of hospital equipment and furniture.
Scope of supply
Main objective: Acquisition and delivery of technological equipment and medical furniture aimed at strengthening the hospital care network.
Required Goods: Radiology workstations, stationary ultrasounds (with 5 transducers and UPS), portable ultrasounds, two-channel infusion pumps, hydraulic hospital beds, LPR obstetric beds, transport stretchers, cautery machines, fetal dopplers, gynecological examination tables, dressing carts, gooseneck lamps, neonatal bathtubs, lecterns and medical shelf.
Qualification Requirements and Conditions
Regulatory framework and modality: International Public Bidding (IPL) conducted under the IDB's Procurement of Goods and Works Policies. The Best Final Offer (M.O.F.) procedure will be applied.
Legal documentation: Deed of incorporation, power of attorney, official identification documents and tax records (RTN for nationals or equivalent for foreign companies).
Financial capacity: Original bank proof demonstrating availability of lines of credit, own resources or bonds for an amount equal to or greater than 30% of the value offered (with a maximum issue of 90 days).
Previous experience: Submission of at least three (3) contracts or purchase orders executed in the last five (5) years that add up to an amount equal to or greater than 50% of the value of the offer.
Technical support: Formal authorization from the manufacturer, technical catalogs in Spanish and affidavit guaranteeing authorized service center, stock of spare parts and preventive/corrective maintenance for three (3) years.
Local representation: Foreign bidders must have an agent or commercial representative established in Honduras in case of being awarded.
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the bases: The complete specifications in Spanish are available on the Honducompras platform, the IDB's procurement website and the institutional link enabled by SESAL.
Delivery modality: Physical presentation of proposals in a sealed envelope at the SESAL offices in Colonia Lomas del Guijarro Sur, Tegucigalpa (without electronic reception), with a public opening ceremony in person or online.
