Acquisition of licenses for forensic analysis software on mobile devices of the Cellebrite Inseyets model for the Office of Digital Forensic Analysis of the Office of Expertise of the Public Prosecutor's Office

Peru, through the Public Prosecutor's Office - Attorney General's Office, has financing from the Inter-American Development Bank (IDB) for the "Program for the Improvement of Justice Services in Criminal Matters in Peru". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the provision of specialized forensic software.

Scope of supply
Main objective: Acquisition of forensic analysis software licenses for mobile devices (Cellebrite brand, Inseyets model) for the equipment of the Digital Forensic Analysis Office of the Office of Expert Reports of the Public Prosecutor's Office.

Qualification Requirements and Conditions
Regulatory framework and method: The process is carried out in accordance with the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods, using the Most Advantageous Bid method.

Evaluation criteria: Demonstration of financial capacity (with verifiable documentation of validity no longer than 60 days), commitment by means of an affidavit to present qualified technical personnel, documentary proof of specifications and proven experience in similar goods (forensic software, biometrics, digital evidence tools).

Manufacturer's Authorization: If it is not the direct manufacturer of the product, the bidder must submit the corresponding Manufacturer's Authorization.

Margin of preference: No economic preference will be granted to national contractors or consortia (APCA).

Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.

Management and submission of bids
Access to the bases and consultations: Tender documents in Spanish are available upon request by email to the procurement unit (LicitacionesUE011@mpfn.gob.pe).

Delivery method: The submission of bids by electronic means is authorized by sending it to the authorized institutional email. The public opening ceremony will be held allowing face-to-face attendance or online connection.
