Acquisition of LED luminaires and photoelectric controls for public lighting.

Description

Costa Rica, through the Costa Rican Institute of Electricity (ICE), has financing from the Inter-American Development Bank (IDB) for the "Second Program for Renewable Energy, Transmission and Distribution of Electricity". This call for International Public Bidding (LPI) invites eligible bidders to submit closed proposals for the provision of public lighting equipment.

Scope of supply
Main objective: Acquisition of LED luminaires and photoelectric controls for the public lighting infrastructure managed by ICE.

Qualification Requirements and Conditions
Regulatory framework and modality: International Public Bidding (IPL) executed under the IDB's Procurement of Goods and Works Policies (with exceptional eligibility). The Best Final Offer (M.O.F.) procedure will be applied.

Financial capacity: Presentation of audited financial statements.

Technical Capability and Support: Accreditation of specific expertise in similar supplies, documentary evidence of technical compliance, and Manufacturer's Authorization.

Margin of preference: Margin of preference will be granted to national contractors or consortia (APCA).

Required Guarantee: Mandatory presentation of the Bid Maintenance Guarantee in the amount of USD $69,200.00.

Management and submission of bids
Access to the rules: The complete specifications in Spanish can be obtained through the digital platform Proveeduría en Línea del ICE (PEL) and the Client Portal, or upon written request.

Delivery modality: Physical presentation of proposals in a sealed envelope at the ICE Bidding Area Office (DIPOA Building, 4th floor, west wing, Sabana Norte, San José), electronic bids are not allowed. The opening will take place in a face-to-face and online session.
