Description
Paraguay, through the Ministry of Public Health and Social Welfare, has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of Integrated and Comprehensive Health Services Services Based on Primary Health Care". This call for International Public Bidding (IPL) invites eligible bidders to submit bids for the electrical equipment of the Family Health Units (USF).
Scope of supply
Main objective: Acquisition, transport, installation, testing and commissioning of generators and generators for various Family Health Units (FHUs).
Qualification Requirements and Conditions
Regulatory framework and method: The process is governed by the IDB's Policies for the Acquisition of Works and Goods (LPI), applying the evaluation scheme for Best Final Offer (M.O.F.).
Financial capacity:
Presentation of audited financial statements (2022 to 2025).
Liquidity ratio ≥1.0, debt ratio ≤0.80 and non-negative average return for the period 2023-2025.
Specific experience:
Prove the provision of generators in the last three years (2023-2025) for a cumulative amount of at least 30% of the total value offered.
Demonstrate the installation and commissioning of generators of similar power in a minimum of five (5) sites within the same contract executed between 2023 and 2025.
Technical Capability and Key Personnel:
ISO 9001:2015 quality management certification or higher.
Letter of Authorization from the Manufacturer and Letter from the Distributor/Official Representative of the brand in Paraguay.
Own professional staff (minimum 1 year of seniority): 1 Electronic or Electromechanical Engineer for technical supervision and 1 Professional with PMP certification for project management.
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required Guarantee: Mandatory submission of a Bid Maintenance Guarantee equivalent to 5% of the total bid price.

Access to the bases: The specifications in Spanish are available for download through the portal of the National Directorate of Public Procurement (DNCP - ID 6121) or by email request.
Delivery modality: Proposals are allowed to be submitted both in physical format (sealed envelope at the project headquarters in Asunción) and in electronic mode.
