Acquisition of computer equipment for the Directorate of Information and Communication Technologies

Description

El Salvador, through the Ministry of Health (MINSAL), has financing from the Inter-American Development Bank (IDB) for the "Smart and Comprehensive Health Program". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the supply of technological equipment and computer infrastructure.

Scope of supply
Main objective: Provision and installation of computer and connectivity equipment aimed at strengthening the Directorate of Information and Communication Technologies.

Required goods:

Power backup systems: 250 units of 1200 VA UPSs and 50 units of 6000 VA UPSs.

Networking and connectivity equipment: 10 x 24-port fiber optic switches, 400 x 16-port switches, 200 x 24-port switches, and 175 x 48-port switches (medium performance).

Cabinets and peripherals: 6 42UR floor cabinet racks, 4 9UR 19" rolling portable racks, 5 KVM systems and 2 high-cycle scanners.

Printing and display equipment: 20 multifunctional B/W laser printers, 200 LED monitors (24"-27"), 150 LCD monitors (20"-24"), 10 55" LED Smart TVs and 5 video conferencing systems for rooms.

Qualification Requirements and Conditions
Regulatory framework: International Public Bidding (IPL) conducted according to the IDB's Policies for the Acquisition of Works and Goods. In this process, the Best Final Offer (M.O.F.) modality will be applied.

Technical capacity: Submit at least two (2) contracts or purchase orders executed in the last five (5) years for the supply of goods with the same or similar characteristics to those tendered.

Financial capacity: Presentation of audited financial statements for the years 2023, 2024 and 2025 that demonstrate an average annual sales turnover of at least one (1) times the total value of the offer.

Guarantee and preference: Mandatory submission of the Bid Maintenance Statement. No margin of preference is granted to national bidders.

Management and submission of bids
Access to the rules: The bidding documents in Spanish can be downloaded from the official COMPRASAL platform, the MINSAL institutional website (www.salud.gob.sv) and the IDB-Client Portal.

Delivery modality: Physical delivery of proposals in a sealed envelope at the facilities of the National Institute of Health (INS Building, Level 2, Urb. Lomas de Altamira, San Salvador). Electronic bids are not authorized. The opening will take place in a public event in person and online.
