Description
The Republic of El Salvador, through the Lempa River Hydroelectric Executive Commission (CEL), has received financing from the Inter-American Development Bank (IDB) for the Universal Energy Access Program in El Salvador. This tender aims to acquire a fleet of off-road vehicles that strengthen the operational capacity of the institution. These assets are essential to ensure that technical crews and logistics personnel can access rural and difficult-to-topographical areas, thus ensuring the expansion of the electricity grid and the sustainability of the energy supply throughout the national territory.
Scope of Supply:
- Vehicle Fleet: Supply of 13 pick-up units with 4x4 traction, designed for heavy work and transport in demanding terrain.
- Technical Specifications: Vehicles must comply with the safety, power, and load capacity standards detailed in the bidding documents.
- Related Services: Factory warranty, preventive maintenance services and availability of spare parts as stipulated in the contract.
Qualification Requirements
The tender will be carried out under the International Public Bidding (IPL) procedure, according to the IDB's procurement policies (GN-2349-15). The key points for bidders are:
- Evaluation Criteria: Bidders must meet the technical, legal and financial capacity requirements defined in Section III of the tender document.
- Eligibility: Participation open to companies from IDB member countries. No margin of preference will be granted to national contractors or associations (APCA).
- Guarantee: All proposals must be accompanied by a Statement of Maintenance of the Offer.
