Acquiring Hemotherapy Software

Description

The Argentine Republic, through the Ministry of Health of the Autonomous City of Buenos Aires (CABA), has received financing from the Inter-American Development Bank (IDB) for the Digital Agenda program of the Buenos Aires Health System. This tender aims to acquire a comprehensive IT solution that centralizes and optimizes the management of the hemotherapy network, integrating the Regional Hemotherapy Center, donation posts and hospital transfusion services. The system seeks to guarantee the traceability of blood components and improve patient safety throughout the transfusion process.

Scope of supply
The project is part of the Health sector and contemplates the provision of a technological platform with the following capabilities:

Network Management: Comprehensive support for the Buenos Aires hemotherapy network, allowing interoperability between regional centers and hospital units.

Donor Cycle: Registration and follow-up from donation in fixed or mobile posts to the processing of the units.

Hospital Transfusion: Control and administration of Hospital Transfusion Services (HTS) to ensure the efficient use of resources.

Related Services: Includes the installation, configuration, commissioning and maintenance of the software solution under specific technical and functional requirements.

Qualification Requirements
The tender is carried out through a National Public Tender (LPN) under the IDB's procurement policies (GN-2349-15). Bidders must comply with:

General Experience: Minimum of 3 years developing or maintaining technological solutions in the field of health of similar complexity.

Specific Experience: Prove at least 2 contracts in the last 10 years that include the implementation of hemotherapy management systems in public or private institutions.

Financial Capacity: Presentation of the last 3 closed accounting years that demonstrate financial strength.

Bid Guarantee: A Bid Maintenance Guarantee in the amount of USD 8,000.00 is required.

Schedule: Present a detailed plan with installation and commissioning times for each operational center.
