Description
Jamaica, through the Development Bank of Jamaica (DBJ) and the Government of Jamaica (GoJ), has secured financing from the Inter-American Development Bank (IDB) and the European Union (EU) for the "Boosting Innovation, Growth and Entrepreneurship Ecosystems" (BIGEE) Programme. This Request for Expressions of Interest (EOI) invites eligible qualified firms to submit their credentials for designing and deploying a critical digital governance platform.
Scope of the assignment
The selected consulting firm will be contracted to design, develop, implement, host, and maintain Phase 1 of the platform over an estimated five (5) month period. Core deliverables include:
Grant management life cycle: Delivering a fully operational, production-ready system that supports the complete life cycle of Phase 1 grants.
Architectural extensibility: Designing a framework that can seamlessly scale to accommodate future expansions (Phases 2 and 3) without requiring core structural or architectural rework.
Operational compliance: Meeting all robust hosting, security, compliance, and performance benchmarks specified by the program guidelines.
Qualification and experience requirements
At this stage, only the firm's structural capabilities and project history will be evaluated to determine the shortlist (minimum of 5, maximum of 8 firms). Applicants must provide clear evidence of:
Industry presence: A minimum of five (5) years of corporate experience delivering enterprise-grade software solutions.
Core track record: At least three (3) successfully completed implementations of workflow-driven enterprise platforms of comparable complexity (such as grant management, case management, or loan management systems) backed by verifiable references.
Technical dimensions: Bidders must prove that their provided project references successfully handled complex deployment layers. Specifically, at least two (2) of the three (3) references must simultaneously demonstrate capabilities across all of the following:
Delivery as a cloud-hosted service.
Execution of external system integrations (via APIs, secure file exchange, or equivalent).
Application of advanced security controls (including role-based access control and data protection measures).
Procurement and submission guidelines
Selection methodology: The procurement process will be conducted using the Quality and Cost-Based Selection (QCBS) method. Only shortlisted firms will progress to receive the formal Request for Proposal (RFP) document.
Eligibility criteria: Consulting firms and all forming parties must be nationals of IDB or EU member countries, determined by their country of legal incorporation. Joint Ventures are permitted to enhance qualification profiles.
Submission channels and deadlines:
Terms of Reference (TOR) can be obtained directly through the Government of Jamaica Electronic Procurement portal (GOJEP).
All clarification requests must be submitted through the online portal on or before July 14, 2026, at 3:00 PM EST.
Final Expressions of Interest must be submitted no later than July 21, 2026, at 15:00 EST. Submissions are permitted either electronically via the GOJEP platform or in writing to the designated institutional address.
