1.9.3 New Medical Equipment (Greater Portmore, Old Harbour Health and St Jago Park Health Centre)

Description

Jamaica has received funding from the Inter-American Development Bank (IDB) to support the Health Systems Strengthening Program for the Prevention and Management of Care for Noncommunicable Diseases. The Ministry of Health invites eligible bidders to submit sealed bids for the procurement of medical and dental equipment. This project is divided into four (4) plots and aims to improve health facilities within the parish of Santa Catalina to improve the provision of primary care services.

Scope of Supply
The acquisition is categorized within the Healthcare sector and specifically includes:

- Medical and dental equipment: Supply of specialized diagnostic and treatment tools for four different batches.

- Target facilities: The equipment is assigned to the Greater Portmore Health Centre, Old Harbour Health Centre and St. Jago Park Health Centre.

- Logistics: The contract includes the supply and delivery of goods within a strictly defined period to ensure the operational readiness of health centers.

Bidding and ranking requirements:
- The process is carried out through International Competitive Bidding (ICB) in accordance with the IDB's Procurement Policies. The main requirements for interested bidders include:

- Technical Evaluation: Bids will be evaluated based on pass/fail with respect to total compliance with the technical specifications.

- Delivery schedule: Goods must be delivered within an acceptable range of 8 to 12 weeks after the start date of the contract.

- After-sales service: Bidders must demonstrate local or regional service capability with a 24-48 hour response time commitment for maintenance and emergencies.

- Bid Guarantee: All bids must be accompanied by a bid value in the amount of USD $4,500.00.

- Submission: This is an online tender conducted through the Government of Jamaica Electronic Portal (GOJEP). Physical or last-minute shipments will not be accepted.

- National Preference: A margin of preference will not be granted for domestic contractors or joint ventures.
