1.2.9 design parameters, drawings bill of quantity for 3 health facilities

Description

Jamaica, through the Ministry of Health, has received financing from the Inter-American Development Bank (IDB) for the "Support for the Health Systems Strengthening for the Prevention and Care Management of Non-Communicable Diseases Programme". This call invites eligible consulting firms to express their interest.

Scope of consultancy
Main objective: Preparation and finalization of detailed executive designs (drawings, bills of quantities, and technical specifications) for the construction and rehabilitation of three health facilities: St. Ann’s Bay Regional Hospital, St. Ann’s Bay Health Centre, and May Pen West Health Centre.

Supervision: Provision of technical construction supervision services during the execution phase of all construction works and associated services.

Duration: 15 months for the design phase (pre-contract) and 30 months for supervision services (post-contract).

Qualification and experience requirements
Eligible firms (individual or in joint venture) will be evaluated to establish a shortlist of 5 to 8 firms based on:

Firm experience: At least ten (10) years of similar experience related to the preparation of bid documents, bills of quantities, technical specifications, and architectural/structural engineering designs. Public sector experience, especially in hospitals, is considered an advantage.

Key personnel: Availability of a qualified team of key experts to undertake the assignment.

Selection and conditions
Regulatory framework: Selection will be conducted in accordance with the procedures set forth in the IDB's Policies for the Selection and Contracting of Consultants.

Associations: Firms may associate in a Joint Venture or engage sub-consultants to enhance their qualifications.
